Doesn't everyone love Starburst candy?  I know in our house it is a big favorite.  When I was brainstorming something to do for my son's classmates for Valentine's Day I thought of Starbursts.  I loved the idea of using the phrase "My Heart Bursts for You".  It turned out to be a fun project.  I purchased the little treat cups at Wal Mart and grabbed some shredded paper and cellophane bags and of course some Baker's Twine and a 3 inch Scallop Punch that a friend was nice enough to let me borrow.  That is it--quick and easy!

 Print your tags and gather up your treat bags, treat cups, cello bags, baker's twine, paper shreds and a punch.  Cut out the tags and use double sided tape to adhere them to a coordinating stock that you've punched out with a 3 inch circle, square or scallop.  *As you can see in the last photo above I wasn't going to use the additional colored stock but it looked kind of boring so I added the scallop circle in the pink and yellow as seen below.
 Once you've assembled your tags punch a small hole 
in the tag and tie on the bag using Baker's Twine
